The point is not the distance, its time. It needed 200 years to reach this distance and by light speed it would take another 200 years to reach us (+accelerating and slowing down). Only species from systems with less than 100 lightyears distance have a chance to reach us by signal/light speed. It's the same vice versa. Even with the minimal chance of a intelligent species on proxima centauri b (the nearest outside our system) it would take 4.3 years from the point they are able to send signals to the point we notice that.
